Alright. By now, Bishop has slid copies of the map of Xitang under your doors. I'm attaching an edited copy. [attached: photo of town map, pretend the evac routes are drawn over with highlighter]
It's a town that's situated on a couple of rivers, a little under two hours outside of Shanghai. Rivers mean a lot of walkways and bridges, and these are going to make containing groups of people much easier. It's a historic town, so it's likely to be few cars, narrow alleyways, side streets that aren't too wide. That'll work to our benefit. Based on the 19 AI census, it has a population of approx. 57K people.
I'll grab Resettlement, and any willing volunteers, to help block off the side streets to contain everyone to the major roads. My strong recommendation for evac routes:
Along the Misty Corridor, which looks like a covered walkway, and which'll swing up into the north end of town. There's access by water as well so the walkway doesn't get overloaded; it's likely old and not intended to sustain heavy traffic.
South along Pingchuan Rd, then west along Nanyuan
South all the way down Hongfu Rd until town limits
East all the way down Youdian Rd until town limits
I suggest corresponding rendez-vous points at:
West: The west of town off the harbor
South: Where Hongfu meets the Hongqi Canal
North: At the northern exit of the Misty Corridor
East: The lake that forks by the east end of town, where Youdian Rd ends
Now, for evacuation in general. Memorize the evac routes before we touch down. Stay calm and orderly. Tell everyone to carry only what can fit in something the size of a backpack, including water and rations. If you are evacuating a family or someone with small children, ask them to pick the children up. Keep everyone moving at a steady walking pace. If anyone has animals, space out where they are within a group, or the animals might lash out in distress.
All on-ground Recruitment agents who could make it in time are either already there, or they're en route. Most are locals, or close enough to it, and I've instructed them to forward any important information. Shortcuts, construction or road work, etc. You should be receiving the summary momentarily. They'll do all they can to get people packed and moving while they wait for us, but their numbers are limited.
We've also made brief contact with Undercover, who will be doing what they do best. I can't offer any details about their movements, obviously.
